The U.S. House of Representatives has approved a wide-ranging sanctions package targeting Russia, sending the legislation to President Donald Trump for consideration. The bill passed by a vote of 262-159 and includes measures aimed at increasing economic pressure on Moscow over its war in Ukraine.
The legislation would impose sanctions on Russian banks, officials, energy interests and shipping networks accused of helping Moscow maintain oil and gas revenues. It also provides the president with authority to impose tariffs of up to 100% on countries that continue significant purchases of Russian energy, subject to provisions and exceptions included in the legislation.
The measure has drawn attention from countries that remain major buyers of Russian oil, including India and China. Indian officials have warned that the proposed tariff measures could affect trade and economic relations with Washington.
Ukrainian President Volodymyr Zelenskyy has welcomed the legislation, describing it as an additional instrument for increasing pressure on Russia. The Kremlin, meanwhile, has warned that additional U.S. sanctions could make diplomatic efforts to end the war more difficult.
The bill was named after the late Senator Lindsey Graham, who had worked on the legislation for an extended period. The House vote came as fighting continued in Ukraine, with Russian forces launching another major overnight missile and drone attack on Ukrainian cities.
The legislation now awaits further action from the White House.
